Can a chemical used for the final treatment be placed in the receptacles used to collect the effluent, i.e. the gallon container for the speed and efficiency portion?

Chemicals need to be introduced to the system, and not to the containers (including the pour bucket and collection bucket).  Since judges will be in charge of placing and removing the 1-gallon collection container, the chemical should be in the system and not the collection device.
