In some of our build processes, scissors would be safer than a utility knife. Can we substitute the utility knife with scissors?

For the sake of safety, scissors are allowed in place of a utility knife. This is allowed as long as a knife could do the equivalent job to what the scissors will be used for. Also, the material cost for using scissors will be $11, instead of the $2 price of the utility knife. This is to be fair to a team that requested scissors as one of their special approved items at that price.
